The monsoon session of Parliament

Monsoon session ends lower house passes 14 bills

The Monsoon session witnessed the elections to the posts of the President and Vice President of the country

During the session, voting to elect the 13th Vice President was also held on August 8. She said during this monsoon session, 17 Bills were introduced and 14 Bills were passed.

Unlike previous sessions, the upper house recorded a higher productivity compared with the lower house, where the BJP along with its National Democratic Alliance (NDA) partners, enjoys a majority. The Speaker of the 16th Lok Sabha, Sumitra Mahajan, hails from a middle-class family in Indore and she is now the longest-serving woman member in the Parliament.

The House made references to the passing away of sitting members Anil Madhav Dave and Palvai Govardhan Reddy, besides 11 former members of the Rajya Sabha. In the Budget Session, the upper house clocked around 93 per cent productivity.

Lok Sabha worked for 67% of the scheduled working hours and Rajya Sabha worked for 72%.

Obviously, this did not go down well with the Opposition parties in the Parliament. "This has been an achievement considering that it was a short session", said Parliamentary affairs minister Ananth Kumar, addressing a press conference after the end of the session, reported TOI.

Ahluwalia said the dip in productivity in percentage terms did not affect legislative business done by the two houses, as the Lok Sabha passed 14 bills and the Rajya Sabha nine bills. The session saw the election of Ram Nath Kovind as the president of India and M. Venkaiah Naidu as the vice president and chairman of Rajya Sabha. "There were disruptions, even though we were ready to discuss what they wanted..." the Minister said, adding that these factors led to low productivity ratio. The upper House, as per the reports, spent more time on non-legislative business.

Two major issues that saw opposition protests were mob lynchings and cow vigilantes, with members blaming the government of inaction. During the session, time was lost due to disruptions and scheduled business could not be taken up. More bills were introduced and passed within the same session in comparison to the 15th Lok Sabha. Besides the bills relating to extension of GST to J&K, the other bills which were passed by both the Houses include National Institutes of Technology, Science Education and Research (Amendment) Bill, Indian Institutes of Information Technology (Public Private Partnership) Bill, Right of Children to Free and Compulsory Education Bill and the Banking Regulation (Amendment) Bill, 2017.

Kumar said the Jammu and Kashmir Assembly passing the Goods and Services Tax was a historic achievement.

Another trend around Bill-related deliberation is that the current Lok Sabha has discussed Bills for a longer period than the 15th Lok Sabha.

Summary: New Delhi: The Lok Sabha was adjourned sine die on Friday.
