The Caribbean island suffered devastating damage from "Hurricane Maria" last month and an estimated one million people still do not have running water.
Florida and NY are expected to be most affected by the exodus.
This recovery contract was one of a series announced this month to help the island of about 3.4 million residents.
It suggests that by 2019, up to 470,335 residents could have left for the USA mainland, mostly to the states of Florida and NY.
It's a welcome respite from reality for for Jaz Iverson's parents, Roberto and Candy Marrero, who lost everything when Hurricane Maria decimated their hometown of Aibonito, Puerto Rico.
"Our projections indicate that Florida is the state most likely to be affected by the exodus".
