David Davis says the final Brexit deal will be put to Parliament as primary legislation.
Davis said: "We have always said we will do whatever is necessary to prepare for our exit, including bringing forward further legislation, and that is exactly what we are doing".
"By announcing this bill, we are providing clarity and certainty - both in the negotiations and at home - about the final agreement being put into United Kingdom law".
The Brexit Secretary told MPs on Monday afternoon that any final deal reached with the European Union at the end of Article 50 negotiations will be put to Parliament in the form of primary legislation. It comes over and above the undertaking the government has already made that it will give parliament a vote on the final deal as soon as possible after the deal is agreed'.
It matters because the Brexit deal that shapes the future of the country will now be the subject of a specific new Act of Parliament that MPs and Lords will have to approve in early 2019, before we leave the EU.
May's minister was forced to back down fewer than 24 hours before the Commons is due to debate the EU Withdrawal bill and amid mounting pressure from Tory backbenchers and Labour.
'This is a significant climbdown from a weak government on the verge of defeat.

But has Starmer once again mistook crumbs for bread?
This means MPs will debate the final deal and then vote on whether to either accept or reject it.
"This also means that parliament will be given time to debate, scrutinise and vote on the final agreement we strike with the EU".
Mr Davis's announcement appears to be a concession to pro-Remain Tories amid the threat of a rebellion causing a Government defeat.
Some lawmakers welcomed the move, but others said the change in procedure would mean that if Britain failed to negotiate a deal with the European Union, parliament would have no say, and that there would not be time for a proper chance to have sway over a deal. The timing is key here - but the government are unable to guarantee that it wouldn't be the day before Britain leaves as they can't say for sure when the negotiations will end.
Opponents of Brexit said that Davis hadn't gone far enough.
"That's the mechanism that's provided and surely that's the mechanism which the House and the Government should be following?" But how "meaningful" it can be is clear as mud until the remit and timeframe are known.
