The report comes one day after Trump's former national security adviser Michael Flynn pleaded guilty to lying to the Federal Bureau of Investigation about his s with then-Russian Ambassador to the U.S. Sergey Kislyak in the month before Trump took office.
He promised to cooperate with the special counsel, Mr Robert Mueller, who is investigating possible collusion between Russian Federation and the Trump campaign and obstruction of justice by Mr Trump.
However, the New York Times reported on Monday that it had obtained an email McFarland sent on December 29, 2016, the day former President Barack Obama's administration authorized new sanctions against Russian Federation, saying Flynn would talk to Kislyak that evening.
The Democratic hold on McFarland's nomination means that Senate Majority Leader Mitch McConnell would have to take procedural steps in order to overcome the hold and confirm her nomination, which would eat up valuable floor time.
McFarland served as deputy national security adviser until May, when she was nominated to be the ambassador to Singapore, an appointment that requires Senate confirmation.
Outlets also identified Trump's son-in-law and senior adviser Jared Kushner as the "very senior transition official" referenced in the documents who reportedly pushed Flynn to persuade the Russian government to vote against a United Nations Security Council resolution condemning Israeli settlements.

Flynn then briefed senior transition team members about his discussions with Mr Kislyak, the records show.
