The legislation, Concealed Carry Reciprocity Act of 2017, makes the concealed carry permit of one state valid in the other 49.

It was a victory for the National Rifle Association, which claimed that the Concealed Carry Reciprocity Act, if approved by the Senate, will override a patchwork of state laws so concealed carry permits are universally accepted, like drivers licenses.

"Individuals with concealed carry permits are law-abiding citizens with Constitutional rights, not criminals", Frelinghuysen said in a statement.

Other states, such as California, impose far more restrictions on gun ownership, choosing to interpret the Second Amendment's reference to a "well-regulated militia" as meaning that the right to bear arms is not absolute.

This bill will give law-abiding citizens the ability to protect themselves when traveling across state lines, a significant step forward in exercising our Second Amendment rights. "Any measures that would contribute to the increase of firearms in NY could only jeopardize the level of safety that New Yorkers have benefited from through effective gun control".

This bill amends the federal criminal code to allow a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows individuals to carry concealed firearms.

The House bill now goes to the Senate.
