Former national security adviser Michael Flynn told a business associate in January that one of the Trump administration's first priorities would be to "rip up" the sanctions imposed by the Obama administration in December, according to a whistleblower who described the incident to a Democratic congressman.
The account is from a whistleblower made public for the first time today.
"These grave allegations compel a full, credible, and bipartisan congressional investigation", Mr Cummings wrote in the letter to Mr Gowdy, a South Carolina Republican, which outlines the information provided by the whistle-blower.
Copson told the whistle-blower that Flynn was making sure the sanctions would be ripped up, which would allow money to start flowing into the project.
Before joining the Trump campaign, "Flynn had worked on a business venture to partner with Russian Federation to build nuclear power plants in the Middle East until June 2016, but remained close with the people involved afterward", The New York Times.
He also said he finds the whistle-blower to be "authentic, credible and reliable", and someone who has come forward even though he fears retaliation because "he feels duty bound as a citizen to make this disclosure".
"When the whistle-blower asked why the United States needed to be involved in a Middle East nuclear project, Mr Copson explained that the U.S. would provide military support to "defend these installations", the letter said.

According to Cummings's letter, the witness said he met Alex Copson, Flynn's former business associate, at an inaugural event.
Copson could not be reached for comment.
That's the explosive, but unverified, allegation of a whistleblower cooperating with House Democrats probing the myriad scandals surrounding Flynn, who pleaded guilty earlier this month to lying to the Federal Bureau of Investigation about his contacts with a senior Russian diplomat.
On December 29, the day the Obama administration imposed new sanctions and expelled 35 Russian diplomats from the U.S. in retaliation for Moscow's election meddling, Flynn called Kislyak and asked that Russia not escalate the situation, according to court documents.
