The council, headed by finance minister Arun Jaitley, will meet on Saturday via video conference to advance the implementation of e-way bill under the Goods and Services Tax (GST).

Officials said that nationwide the e-way bill system will be ready for a rollout on a trial basis by January 16.

"As of now six states, including Karnataka are ready for rollout of e-way bill".

Transporting goods across states is set to become easier with the GST Council approving on Saturday all-India mandatory compliance of electronic-way (e-way) bill.

The Goods and Service Tax (GST) council has given approval for introduction of the much awaited e-way Bill. Under the GST rule, goods worth more than Rs 50,000 within or outside a state will require securing an electronic-way or e-way bill.

"It is now important to ensure that all States have common e-Way bills and suggestions made by industry for simplification are taken into consideration".

There are certain States which are already having system of e-Way Bill for intra-State as well as inter-State movement and some of those States can be early adopters of national e-Way Bill system for intra-State movement also, it said. States are reported to have raised concerns about tax evasion under GST in the absence of a proper e-way bill system, resulting in the hurriedly called meeting which was earlier supposed to be held in January.

The GST Council has fixed 1 June as the deadline for implementation of e-way bills across the country. "The government should check the system thoroughly so that there is no disruption in movement of goods", said Abhishek A Rastogi, partner, Khaitan & Co. A GST advisory committee, chaired by Confederation of All India Traders secretary general Praveen Khandelwal, had earlier suggested deferment of e-way bill till 2019.

To generate an e-way bill, the supplier and transporter will have to upload details on the GST Network portal, after which a unique e-way bill number (EBN) will be made available to the supplier.

In the 23rd GST Council meeting at Guwahati on November 10, 178 items were moved from the 28 per cent tax rate slab to the 18 per cent slab under the GST regime. Movement of goods of more than Rs 50,000 in value can not be done by a registered person without an e-way bill.

The shortfall in revenues to target was about Rs 39,111 crore for the period July-October 2017.
