All that changed this afternoon when Kotaku nonchalantly dropped a bombshell about a new BioShock game hidden in a postmortem piece on Mafia III. Some went to other game companies; others moved to the top-secret studio next door to work on an unannounced new BioShock game. In a lengthy report on the state of Mafia III developer Hangar 13, Kotaku has uncovered the existence of a "top secret" BioShock project - and it's happening in Novata, California in the building next to Hangar 13. Some, it seems, have moved over to another top-secret 2K studio to work on the next Bioshock game. "It was all very tight-lipped".
The rumored project hasn't been announced, and the studio reportedly working on it is brand new.

The original run of BioShock saw the release of three games, BioShock, BioShock 2, and BioShock Infinite, and the series has been sitting quietly since Infinite's release 2013. It remains to be seen just how many of them will be involved with this new BioShock, but we're just going to have to wait for an official announcement somewhere down the line.
One thing is clear: The "BioShock" series is a blockbuster, and it makes ideal sense that a new game would be in the works. This past year was a turbulent time for the studio, as it floundered while trying to figure out what its next game would be. Despite the amount of secrecy surrounding the project, word got out that the project code-named Parkside was actually the next entry in the BioShock franchise. "They're careful about not falling into the same problem every studio has, where they have too many people and nothing for them to do". Of note, Take-Two's November 2017 fiscal report teased that a "highly anticipated new title" in "one of 2K's biggest franchises" will be released on March 31, 2019. There's a high probability this title is Borderlands 3, but BioShock also fits the bill.
