10 kids rescued from ‘squalor and unsafe’ conditions in California home

When police located the 12-year-old and responded to the child's home, officers said they conducted a search for other children at the residence. When police returned the child, they searched the home on the 2200 block of Fieldstone Ct. and discovered that nine children were living in squalor and unsafe conditions. All 10 of the children were placed into Solano County's Child Welfare Services.

He says 29-year-old father Jonathan Allen faces nine counts of felony torture and 30-year-old mother Ina Rogers faces child neglect charges. An investigation ensued and revealed years of "physical and emotional abuse". He has pleaded not guilty.

At a press conference Monday, Solano County Chief Deputy District Attorney Sharon Henry said she was "horrified" by the statements made by several of the victims and that "as a parent, first and foremost in my heart. we believe these children deserve justice".

The alleged abuse was done with "sadistic goal", Henry said during a news conference. The mother was arrested then and charged with child neglect, but it was Friday before Allen was arrested and charged with nine counts of felony abuse and six counts of felony torture.

Rogers could not be reached for comment Monday.

Investigators from Child Welfare Services, Solano County District Attorney's Office, Fairfield Police Department's Family Violence Unit allege there has been a long and continuous history of severe physical and emotional abuse of the children. None of the children required medical care.

Neighbor Larry Magnaye stated he had no thought there have been 10 youngsters dwelling in the home throughout the road.

"I was afraid I could not find him", she told KGO-TV of San Francisco.
