U.S. Northern Command said in a news release late Tuesday that about 5,600 personnel are active-duty and reserve forces. According to some accounts, water swept the vehicle off the road. They've also evacuated hundreds of people from homes and buildings.

"We get an order to transport to a facility, that's what we do", Thompson said.

The mayor of Nichols, South Carolina, says his tiny town is underwater again. The Lumber River overflowed its banks following the record rains dumped by Hurricane Florence.

Battle says as far as he knows, everyone evacuated the town as the water first started to make its way in on Monday.

The Lumber River as of September 19 was still in "major" flood stage in several places, according to the National Weather Service.

No official forecast has been given on when the rivers might crest. The sheriff's office didn't immediately confirm that was the case for that van.

SLED, the South Carolina Highway Patrol and the Horry County Sheriff's Office are investigating the incident.

The deputies waited on top of the van until rescuers arrived.

Two female mental-health patients being transported by the Horry County Sheriff's Office drowned after the vehicle they were in ran off the road near flood waters in Marion County on Tuesday night.

"We are sorry", Thompson told ABC affiliate WPDE, moments after the bodies were recovered and with tears in his eyes.

It happened in Horry County on Highway 917 Tuesday night as the van was in still water on Pee Dee Island Road near the bridge.

So far, at least 37 people have died in Hurricane Florence-related incidents, according to CBS, including 27 in North Carolina, 8 in SC, and 2 in Virginia.

The two individuals being transported were confirmed dead by the Marion County Coroner. Their names have not been released.

Recovery efforts were underway Wednesday, said Thom Berry, a spokesman for the South Carolina Law Enforcement Division.

Forecasters predict some rivers in the northeastern area of the state might not reach their highest levels until later this week or next week.
