Despite the developers adding the new dark mode, Chrome could still get some serious competition down the road seeing as how Microsoft is replacing it's web rendering engine with Chromium later this year in the Edge brower. The Windows 10 dark app mode (October 2018 Update), low-blue light scheduler, dark wallpapers, and apps/sites with dark modes all help save my eyeballs from too much distress, especially when burning the midnight oil. File Explorer, and some third-party applications such as Mozilla Firefox will abide by it.
This tutorial only works with the Canary version of Google Chrome, as Google hasn't yet introduced the dark mode in the stable builds of the browser. Adding "-force-dark-mode" to the command line of current builds of Chrome 73 makes everything dark.

Currently, the theme is clearly very unfinished; it's rife with black text on dark grey backgrounds, for example. Many internal pages, e.g. chrome://extensions/, are not painted in darker colors either at this point in development.
Of course, if you're that bothered, you can always just download a dark theme, but that's a workaround rather than a solution - the process should be tied into the OS settings, not the whimsy of a theme and that's the bit that is taking the time to become a reality. Currently, the feature is in testing, and only available via Google Chrome Canary distributions.
Relaunch Chrome Canary, then open a few tabs and hover your mouse pointer over each one to see the new cards in action. To return to the light theme, remove the aforementioned parameter from the Target field in the shortcut Properties screen. Development of the Windows theme was at least, for a time, hindered by one of the developers not having a Windows laptop to use.
