This news all comes after GM announced in November it would close three assembly plants and two propulsion plants in Michigan, Ohio, Maryland and Ontario by the end of 2019.

GM Chief Executive Mary Barra said Workhorse "could help preserve Lordstown's more than 50-year tradition of vehicle assembly work".

In the meantime, the company has developed a name-and a revenue stream-converting delivery vans to electric power.

"We've been told since the beginning that they can't do anything like this, can't sell the plant, close it", Davis said.

Terry Dittes, a vice president of the UAW and director of its department that oversees negotiations with GM, said in a statement that the union's position was "unequivocal".

Manufacturing investments in OH totaling approximately $700 million will help expand GM's operations in Toledo, Parma and Moraine and create approximately 450 new manufacturing jobs.

"The first vehicle we would plan to build if we were to purchase the Lordstown Complex would be a commercial electric pickup, blending Workhorse's technology with Lordstown's manufacturing expertise", Duane Hughes, the Workhorse CEO, said.

Cincinnati-based Workhorse specializes in electric commercial vehicles and now produces a small van called the NGEN-1000 at a facility in Indiana. Of the five finalists to deliver 180,000 trucks in the next five to seven years, Workhorse, along with VT Hackney, is one of the finalists to be chosen. DeWine said that was "certainly good news" for the three cities.
